The Windows option lists all current open windows.

 In
the pull-down menu the presence of a check mark next to "Palette" would
typically indicate (in standard interface design) that the palette is
open and accessible; however, except at start-up there seems to be an
inverse correlation between the presence of the palette and the check
mark; this is an interface design issue. You're not going crazy! (Well,
at least not because of this!)
